■ '서울선언', 유라시아 협력의 새 장을 열었습니다

역사의 굽이마다 문명과 번영의 물길을 터온 실크로드의 심장, 중앙아시아 5개국 정상이 서울에 모였습니다.

대한민국 역사상 처음 열린 '제1차 한-중앙아시아 정상회의'는 우리 외교의 지평을 유라시아 대륙 한가운데로 넓힌 역사적 이정표입니다. 지난 14일부터 이어진 우즈베키스탄·투르크메니스탄·카자흐스탄 정상회담에 이어, 오늘 타지키스탄·키르기스스탄 정상과 마주하며 완성된 릴레이 정상회담은 한국과 중앙아시아가 쌓아 올린 신뢰의 깊이를 보여줍니다.

2007년 출범한 ‘한-중앙아시아 협력포럼’이 ‘정상회의’로 격상된 것은 각별한 의미를 지닙니다. 장관급에 머물던 논의의 틀을 정상급의 전략적 결단으로 끌어올리고, 이를 ‘서울선언’이라는 지속 가능한 다자 협력 체계로 제도화함으로써 유라시아 협력의 새로운 장을 열었습니다.

중앙아시아의 풍부한 자원·인프라와 대한민국의 첨단 기술·공급망 전략이 만나는 지점에 '호혜적 공영'의 길이 있습니다. 오늘 함께 열린 비즈니스 서밋은 양측의 협력이 기업의 활력과 민생으로 이어지는 값진 결실이 될 것입니다.

외교는 국익을 넓히는 개척이자 미래 세대를 지키는 안전망입니다. 지역 파트너십을 다지고 신북방 외교의 지평을 넓히는 정부의 담대한 발걸음을 환영합니다.

■ The ‘Seoul Declaration’: Opening a New Chapter in Eurasian Cooperation

Leaders of the five Central Asian nations, the beating heart of the Silk Road that has, at every historic juncture, carved the waterways of civilization and shared prosperity, have gathered in Seoul.

The Inaugural Korea–Central Asia Summit, the first of its kind in the history of the Republic of Korea, marks a momentous milestone that extends the horizons of our diplomacy straight into the heart of the Eurasian continent. Following bilateral summits with Uzbekistan, Turkmenistan, and Kazakhstan since September 14, today’s meetings with the leaders of Tajikistan and Kyrgyzstan conclude a series of relay summits that speak volumes about the profound reservoir of mutual trust built between Korea and Central Asia.

The elevation of the Korea–Central Asia Cooperation Forum, established in 2007, to a leaders’ summit carries extraordinary significance. By lifting the dialogue from the ministerial tier to the level of summit-level strategic resolve and institutionalizing it through the ‘Seoul Declaration’ into a sustainable multilateral architecture, we have turned a new page in Eurasian cooperation.

Along the axis where Central Asia’s abundant resources and infrastructure meet Korea’s cutting-edge technologies and supply chain resilience lies the path toward mutually beneficial, shared prosperity. Today's joint Business Summit will serve as an invaluable catalyst, ensuring this bilateral cooperation to deliver tangible vigor to our enterprises and palpable benefits to our people's livelihoods.

Diplomacy is both a bold endeavor that expands the frontiers of our national interest and a safety net that protects future generations. We warmly welcome the administration’s forward-looking stride to consolidate regional partnerships and broaden the horizons of our New Northern diplomacy.

The Democratic Party of Korea will spare no parliamentary effort, across legislation and budget, to ensure that the achievements of this summit mature into enduring institutional outcomes. On this new path toward peace and shared prosperity stretching from Seoul to Tashkent and Astana, we stand proudly alongside our people.
